Job Description/Duties/Requirements:

JOB DESCRIPTION: REGIONAL LIBRARY DIRECTOR Under the administrative direction of the Three Rivers Regional Library (TRRL) Board of Trustees, the director is responsible for planning, coordinating, supervising and evaluating library service to meet the information needs of the 189,000 citizens of the TRRL's region area through its ten affiliated libraries within a seven county region. Annual job performance review will be conducted by the regional board of trustees with recommendations for goal setting and planning. The library director is responsible in the totality of his/her duties to: --TRRL regional library board --Glynn County library board --Georgia Public Library Service --Library of Congress, National Library Service for the Blind and Physically Handicapped (Brunswick is a sub-regional library serving 11 counties in SE Georgia)

ESSENTIAL RESPONSIBLITIES IMPLEMENTATION OF POLICIES AND DIRECTIVES OF THE REGIONAL LIBRARY BOARD --Carries out policies adopted by the board governing operation of the library system, and the interrelationship between libraries, library boards, funding agencies and support groups throughout the region --Acts as technical advisor to the local boards and recommends needed policies and actions regarding operations, programs and services

PLANNING --Understands the library community; evaluates and compares existing library services to reduce costs and to increase productivity --Incorporates the new and rapidly changing library technology in the region's plans of service --Provides leadership in facilities planning including: Development and administration of long range facilities plans Site identification for new locations Building budget development and administration Securing library board approvals Supervise design and bidding process, and Supervise designees in charge of construction projects.

LEADERSHIP --Provides leadership to achieve the mission and goals of the library. Provides systemwide strategic planning, development and evaluation of all library services --Provides leadership and support for the library boards including the development of appropriate policies for board governance, preparation of agendas and supporting materials --Develop reports and other information to support the boards' governing role --Library board orientation, ongoing training and professional involvement --Utilize current and future technology to develop innovative services

BUDGETING AND FINANCIAL --Provides leadership and support in the area of fiscal accountability, budget development and administration --Develop long range financial plans, and fund raising activities --Authorize purchases as prescribed by the approved budget --Prepare annual reports for boards and local governments --Prepare annual proposed budget requests for board approval and submittal to funding agencies REPRESENTING TRRL --Represents the region in local and state meetings, reports back to local boards and like-minded agencies such as RESAs (Regional Educational Service Agencies), and library professional organizations --Encourages uniform circulation and cataloging policies within the region --Encourages uniform measurements and reporting --Works with local boards, funding agents and GPLS in the development of plans for library construction in the region --Develop and have in place emergency plans for the protection of patrons, staff, critical operations, facilities and the collections within them with the goal of resumption of normal operations in as timely a fashion as possible

BUILDING A STRONG COLLECTION OF LIBRARY MATERIALS --Responsible for the selection, acquisition and maintenance of a quality and relevant collection of library materials which are used by the communities that are served within the region --Offers sensible underlying principles for selection when the appropriateness of certain items are challenged

COMMUNICATIONS --Reports to all boards concerning the library's programs, personnel, finances and circulation --Reports to the staff items concerning the library's operation and plans

PUBLIC RELATIONS --Encourages and helps to sustain close links with library support groups, foundations, and like-minded educational organizations --Develops and shares a vision that positions the library system as the center of activity and relevance to all residents. --Provides leadership in library advocacy and community outreach through public relations strategies, frequent contact with news media, preparation and delivery of presentations to community groups on library issues, interactions with the Friends of the Library, and participation in community and professional activities and boards.
